The next meeting of Lawrence Township Council will take place today, Thursday, Nov. 8, beginning at 6:30 p.m. at the municipal building at 2207 Lawrence Rd. (Route 206). Council meetings are normally held on Tuesday evenings, but this meeting was pushed back to today because of the general election that was held earlier this week. The meeting agenda and Township Manager Richard Krawczun’s traditional pre-meeting memo are available from the township’s website and the Patch media box to the right. According to those documents, discussion of the 2013 municipal budget will continue at tonight’s meeting. In order to maximize the savings that would result from downsizing the township's workforce, a decision about layoffs for 2013 needs to be made in time for their Nov. 8 meeting, Lawrence Township Council members were recently told by the township manager.
Time is running out for members of the Lawrence Township Council to decide if the township administration should proceed with certain cost-cutting proposals – including layoffs – in order to balance the 2013 municipal budget. During their meeting last week (Tuesday, Oct. 16) council members were advised by Township Manager Richard Krawczun that the question about layoffs was particularly pressing and a decision needs to be made in time for the next council meeting on Nov. 8 (a deviation from council’s normal meeting schedule because of the presidential election being held on Nov. 6). With the township still needing to cut more than $700,000 from its 2013 municipal budget in order to comply with the state’s 2 percent tax levy cap and time running out to make a decision on how best to do that, Lawrence Township Manager Richard Krawczun during the last township council meeting, on Sept. 18, offered a “recap” of the potential cost-cutting and revenue-increasing proposals that have been discussed so far. Lawrence Township’s tax base has dropped another $7.8 million as a result of 164 appeals filed with the Mercer County Board of Taxation earlier this year by property owners, Township Manager Richard Krawczun announced during the Lawrence Township Council meeting held last week (Sept. 18). As a result, the township will have to pay out a total of over $353,000 in cash refunds or tax credits to those property owners whose appeals to the county board were successful, Krawczun said, noting that under the law the township is responsible for paying back not just the municipal share but also the school district and county shares of the taxes due to be refunded. Lawrence Township’s appeal to non-profit organizations for voluntary contributions in lieu of taxes has netted a second donation, Township Manager Richard Krawczun announced last week. “We have received a second donation from our solicitation letter for voluntary contributions from tax-exempt organizations,” Krawczun told council members during the Sept. 18 Lawrence Township Council meeting. “The Islamic Circle of Mercer County has contributed a voluntary contribution of $1,250.” The Islamic Circle, which owns property in the 300 block of Lawrence Station Road, sent in the donation at the end of August, Krawczun said. Lawrence Township plans to solicit competitive bids to determine if police dispatching and emergency medical services should be privatized, but any savings, under state law, can't be applied to cutting the $750,000 municipal tax levy cap overage for 2013.
Lawrence Township Council Tuesday evening (Sept. 4) directed Township Manager Richard Krawczun to solicit competitive bids from vendors in an effort to determine if the township could save money by laying off its civilian police dispatchers and emergency medical technicians and, in their place, privatize the township’s police dispatching and ambulance services. The directive comes as council tries to figure out how to solve the problem of the 2013 municipal budget being – using projected numbers – significantly in excess of the state’s 2 percent tax levy cap. The discussion about Lawrence Township’s 2013 municipal budget problems will resume tonight, Tuesday, Sept. 4, when members of Lawrence Township Council convene for their next meeting, beginning at 6:30 p.m. at the municipal building. At the last meeting on Aug. 21 Township Manager Richard Krawczun spent close to an hour presenting an overview of 2012 municipal budget revenues, appropriations and expenditures and answering subsequent questions from council members.
