Lawrence Council Meeting Agenda Available for Review

The next meeting of Lawrence Township Council will take place today, Tuesday, Oct. 16, beginning at 6:30 p.m. at the municipal building at 2207 Lawrence Rd. (Route 206).

Upcoming Meeting 10/16/2012

Introduction of Ordinances

There is one ordinance for introduction.

Ordinance 7-A authorizes the placement of a special assessment against properties where owners participated in the 2012 concrete improvement program. The program affords to property owners, when said locations are immediately adjacent to roadway improvement projects, the chance to have sidewalks, curbs and driveway aprons replaced at the same cost as the public bid price received by the Township for like work. The cost of the improvements is paid by the owners over a period of five years. There were thirty-nine property locations with a total special assessment levy of $37,644.65.

Resolutions

The agenda includes routine administrative authorizations as well as resolutions providing for refunds, bond releases and acceptances.

Resolution 8-A authorizes an agreement between United Federal Data, LLC and Lawrence Township that will permit the installation of fiber optic cables along/in utility right of ways. Resolution 8-D memorializes approval of the elimination of passing zones on Rosedale Road. The section of road is under the jurisdiction of Mercer County and has been recently re-striped eliminating the passing zones. The modifications will enhance safety on the road way.

Resolution 8-E authorizes the renewal of a “distribution” alcoholic beverage license. The license is being held “in pocket”, not an active location. This particular license was sold by Lawrence Township to the current license owners.

Resolution 8-F authorizes a person to person transfer of an alcoholic beverage license from Chevy’s Restaurants LLC to Federal Realty Investment Company. Federal Realty is the owner of the Mercer Mall where Chevy’s was previously in operation.

Resolution 8-K authorizes an amendment to the professional services contract of David Roskos, Esquire of Sterns and Weinroth by increasing the contract in the amount of $5,200. The increase is apportioned as $5,000 for legal services on matters related to Affordable Housing and $200 in fees for the recent debt refunding. The new contract maximum is $120,700. Funding is available from the Affordable Housing Trust Fund and the refunding escrow.

Resolution 8-L authorizes a settlement agreement in the matter of Hopewell Township, et al v. City of Trenton pertaining to litigation on the operation and rate setting by the Trenton Water Works.

Resolution 8-P re-authorizes submission of a grant application to the New Jersey Department of Transportation Road Improvement Program for the resurfacing of Province Line Road. The project area is that portion of Province Line Road between Route 206 and Princeton Pike. The northbound lane between Bannister Drive and Route 206 will be widened by two feet with drainage improvements and new curbing. The amount of funding being requested is $220,000 and the estimated project cost is $260,000. The application is being amended to reflect receipt of a pending grant approval that will reduce the project costs. A grant application to the Delaware Valley Regional Planning Commission (DVRPC) has preliminary approval that will fund a bike/pedestrian trail adjacent to Province Line Road. The bike/pedestrian trail grant will include certain improvements originally included in the road project portion.

Resolution 8-Q authorizes submission of a grant application to the New Jersey Department of Transportation Road Improvement Program for the installation of an off-road bikeway along Keefe Road, between Lawrenceville Pennington Road and Yeger Drive. Additional portion of the trail would be installed along Yeger Drive between Keefe Road and Bergen Street. The amount of funding being requested is $284,750 and the estimated project cost is $284,750. This application replaces the previous request for a bike/pedestrian trail along Province Line Road that will be funded by the previously mention DVRPC grant.

Award of Bids

There are two bid awards and one bid rejection on the agenda.

Resolution 9-A rejects the bid for a six wheel street sweeper due to the need to make material changes to the bid specifications.

Resolution 9-B awards a contract to Techna Pro Electric of Mount Laurel, New Jersey for the installation of a pedestrian activated crosswalk lighting system on Princeton Pike from the Dyson Tract to the Foxcroft development. The amount of the award is $33,325 and the full amount of funding is available from a previously received grant from Bristol Meyers Squibb. The grant was awarded for the installation of segments of the Lawrence Hopewell Trail.

Resolution 9-C awards a contract to Arawak Paving Company of Hammonton, New Jersey for the repaving of Cold Soil Road between Van Kirk and the “S” curve. The amount of the award is $205,700 and funding is available from the 2012 capital improvement program for road work.
